Opportunity to Transfer Post-9/11 GI Bill Benefits to Dependents without Additional Obligated Service Ends 31 July

SUBJ: POST-9/11 VETERANS EDUCATION ASSISTANCE ACT OF 2008

  1. The ability to transfer educational benefits under the Post-9/11 Bill has been one of the most valued elements of the program. Starting 1 Aug 2013 there will be a significant change to the policy governing a service members eligibility to transfer education benefits (TEB) to their dependents. The policy change is in alignment with the other DOD services, and was approved by the Secretary of Homeland Security. The policy change will require a service member to obligate 4 additional years in military service, NOAA Corps, or PHS from the date of election in order to be eligible to transfer their education benefits. Service members unable to obligate 4 additional years of service from the date of election will be unable to transfer their benefits to their dependants.
  2. All service members considering the transfer of their education benefits to one or more of their dependants under the Post-9/11 GI Bill are highly encouraged to file the appropriate TEB application by 31 July 2013.
  3. Service members are encouraged to review Ref (A) and consult with their unit Educational Services Officer (ESO) for guidance on the Post-9/11 GI Bill. Ref (A) and other pertinent information regarding these benefits can be found on the Coast Guard Personnel Service Center (PSC) website: http://www.uscg.mil/psc/.
